NSP3 data now available on PolicyMap!

NOTE (12/2020): PolicyMap no longer publishes NSP3 data.

The Department of Housing and Urban Development (HUD) recently announced allocations for a third round of funding for the Neighborhood Stabilization Program (NSP). NSP “provides emergency assistance to state and local governments to acquire and redevelop foreclosed properties that might otherwise become sources of abandonment and blight within their communities.”

PolicyMap now has data on all the NSP3 eligibility criteria including the Foreclosure Need Score and the State Minimum Score, as well as income restrictions such as local areas qualifying as low- and moderate-income (for NSP this means less than or equal to 120% of Area Median Income). For those applicants applying concurrently with the CDBG application, PolicyMap also has local areas qualifying for CDBG (less than or equal to 80% of Area Median Income). The map below shows tract eligibility for NSP3 program targeting all across the country. Purple areas on the map are Eligible for targeting, and yellow areas are Not Eligible.

In addition, PolicyMap has added several additional indicators provided by HUD to assist groups in preparing their NSP3 applications. These include: the local estimated mortgage delinquency rate, rate of high-cost loans, and estimates of the number of foreclosure starts, completed foreclosures, and vacant and no-stat units in neighborhoods all across the country.
